Description
Abstract
Polygon representation of Public Land Survey System (PLSS) Network sections for Waupaca County, WI. The layer was derived from a variety of source maps including PLSS corner tie sheets, section summaries and other survey maps filed in the County Surveyor's office. Quarter and Quarter-Quarter divisions were established by existing survey when applicable. In the absence of survey data straight line intersects between quarter corners was used to establish quarter and quarter-quarter lines. The index layer is available in a county-wide or individual layer for each township, city, or village. The layer is based on the Waupaca County Coordinate System (WCCS).
Purpose
This information is intended to be used primarily for the base layer for overlaying all of the digital layers that were digitized in the parcel conversion efforts of Waupaca County. It is not intended to be of survey accuracy.

Process step 1
Process description: The PLSS network layer is based off of the PLSS control points monument layer. Then, the section lines were drawn using the existing County Surveyor section summaries, when available and adjusted using three-dimensional least square adjustment. Quarter and quarter-quarter divisions were established by using existing surveys when available. In the absence of survey data, straight line intersects between quarter corners will be used to establish quarter and quarter-quarter lines divisions.

Horizontal positional accuracy
Horizontal positional accuracy varies according to the data collection method used for the source data: GPS observed PLSS corners have a relative accuracy of 2nd Order (FGCS); PLSS remonumentation and existing tie sheet data has a minimum positional accuracy of 1/3000 per Wisconsin state statute requirements; All traverses were adjusted to close within 1:100,000. PLSS re-monumentation and National Geodetic Survey High Accuracy Regional Network (HARN) densification programs are underway to improve horizontal accuracy throughout the County.
